會(huì)議認(rèn)為，今年是實(shí)現(xiàn)“十四五”規(guī)劃目標(biāo)任務(wù)的關(guān)鍵一年。面對(duì)外部壓力加大、內(nèi)部困難  增多的復(fù)雜嚴(yán)峻形勢(shì)，以習(xí)近平同志為核心的黨中央團(tuán)結(jié)帶領(lǐng)全黨全國(guó)各族人民，沉著應(yīng)變、 綜合施策，經(jīng)濟(jì)運(yùn)行總體平穩(wěn)、穩(wěn)中有進(jìn)，高質(zhì)量發(fā)展扎實(shí)推進(jìn)，經(jīng)濟(jì)社會(huì)發(fā)展主要目標(biāo)任務(wù)即將順利完成。新質(zhì)生產(chǎn)力穩(wěn)步發(fā)展，改革開放持續(xù)深化，重點(diǎn)領(lǐng)域風(fēng)險(xiǎn)化解有序有效，民生保障扎實(shí)有力，中國(guó)式現(xiàn)代化邁出新的堅(jiān)實(shí)步伐。一年來(lái)的發(fā)展歷程很不平凡，成績(jī)令人鼓舞，特別是9月26日中央政治局會(huì)議果斷部署一攬子增量政策，使社會(huì)信心有效提振，經(jīng)濟(jì)明顯回升。

This year marks a crucial year for achieving the objectives and tasks laid down in the 14th  Five- Year Plan(2021-2025),said the conference. In the face of a complicated and challenging environment of  increasing  external  pressure  and  growing internal difficulties, the  CPC  Central  Committee with Comrade Xi Jinping at its core has united and led the entire Party and the Chinese people of all ethnic  groups  to  respond  calmly  and  implement comprehensive measures.As a result, the economy has maintained overall stability and made steady progress,the  high-quality  development  has  been solidly promoted, and the main goals and tasks of economic and social development are expected to be succesfully completed.The country has steadily developed new quality productive forces, continued to  deepen  reform  and  opening  up, orderly  and effectively defused risks in key areas, safeguarded people's livelihood in a solid and vigorous manner, and made new solid strides forward in advancing Chinese  modernization.The  development  journey over  the  past  year  has  been   extraordinary, with encouraging achievements.Notably,the decisive deployment of a package of incremental policies at the meeting held by the Political Bureau of the CPC Central Committee on Sept.26 has effectively boosted social confidence and led to a remarkable economic recovery.

會(huì)議指出，當(dāng)前外部環(huán)境變化帶來(lái)的不利影響加深，我國(guó)經(jīng)濟(jì)運(yùn)行仍面臨不少困難和挑戰(zhàn)，主要是國(guó)內(nèi)需求不足，部分企業(yè)生產(chǎn)經(jīng)營(yíng)困難，群眾就業(yè)增收面臨壓力，風(fēng)險(xiǎn)隱患仍然較多。同時(shí)必須看到，我國(guó)經(jīng)濟(jì)基礎(chǔ)穩(wěn)、優(yōu)勢(shì)多、韌性強(qiáng)、潛能大，長(zhǎng)期向好的支撐條件和基本趨 勢(shì)沒有變。我們要正視困難、堅(jiān)定信心，努力 把各方面積極因素轉(zhuǎn)化為發(fā)展實(shí)績(jī)。

It was pointed out at the meeting that the adverse impacts brought about by changes in the external environment   have    deepened,and   the    country's economy still faces many difficulties and challenges, primarily including the insufficient domestic demand, operational difficulties in some enterprises,pressures on people's  employment  and  income  growth,and many  hidden  risks.At  the  same  time,it  must  be recognized that Chinese economy is underpinned by a stable foundation,multiple advantages,strong resilience,and  great  potential,and  the  supporting conditions  and  fundamental  trends  for  long-term sound  economic  development  have  not  changed. We must face up to the difficulties,strengthen ourr confidence,and strive to transform all positive factors into actual achievements in development.

會(huì)議認(rèn)為，實(shí)踐中，我們不斷深化對(duì)經(jīng)濟(jì)工作的規(guī)律性認(rèn)識(shí)。黨中央集中統(tǒng)一領(lǐng)導(dǎo)是做好經(jīng)  濟(jì)工作的根本保證，在關(guān)鍵時(shí)刻、重要節(jié)點(diǎn)，黨中央及時(shí)研判形勢(shì)、作出決策部署，確保我   國(guó)經(jīng)濟(jì)航船乘風(fēng)破浪、行穩(wěn)致遠(yuǎn)。必須統(tǒng)籌好有效市場(chǎng)和有為政府的關(guān)系，形成既“放得活” 又“管得住”的經(jīng)濟(jì)秩序。必須統(tǒng)籌好總供給和總需求的關(guān)系，暢通國(guó)民經(jīng)濟(jì)循環(huán)。必須統(tǒng)   籌好培育新動(dòng)能和更新舊動(dòng)能的關(guān)系，因地制宜發(fā)展新質(zhì)生產(chǎn)力。必須統(tǒng)籌好做優(yōu)增量和盤

活存量的關(guān)系，全面提高資源配置效率。必須統(tǒng)籌好提升質(zhì)量和做大總量的關(guān)系，夯實(shí)中國(guó)式現(xiàn)代化的物質(zhì)基礎(chǔ)。

The  meeting  pointed  out  that,through  practice,we have continuously deepened our understanding of the laws governing economic work.The centralized and unified leadership of the CPC Central Committee is the fundamental guarantee for carrying out economic work well.At critical moments and important junctures, the  CPC  Central  Committee  promptly  assesses  the situation  and  makes  decisions  and  arrangements  to ensure that China's economy braves the wind and the waves and sails steadily into the future.It is necessary to coordinate the relationship between an efficient market and  an  effective  government  to  form  an  economic order  that  is  both  dynamic  and  well-regulated.The relationship between aggregate supply and demand must be properly managed to ensure the smooth circulation  of the national economy.It is necessary to coordinate the relationship between  fostering  new  drivers  and upgrading old ones,and promote the development of new quality productive forces in light of local conditions. It is imperative to coordinate the relationship between  optimizing  incremental resources  and making  good use of existing resources to comprehensively improve  the efficiency of resource allocation.The relationship between enhancing quality and expanding total oulput must be coordinated to lay a solid material foundation for Chinese modemization.

會(huì)議強(qiáng)調(diào)，做好明年經(jīng)濟(jì)工作，要以習(xí)近平新時(shí)代中國(guó)特色社會(huì)主義思想為指導(dǎo)，全面貫徹落實(shí)黨的二十大和二十屆二中、三中全會(huì)精神，堅(jiān)持穩(wěn)中求進(jìn)工作總基調(diào)，完整準(zhǔn)確全面貫徹新發(fā)展理念，加快構(gòu)建新發(fā)展格局，扎實(shí)推動(dòng)高質(zhì)量發(fā)展，進(jìn)一步全面深化改革，擴(kuò)大高水平對(duì)外開放，建設(shè)現(xiàn)代化產(chǎn)業(yè)體系，更好統(tǒng)籌發(fā)展和安全，實(shí)施更加積極有為的宏觀政策， 擴(kuò)大國(guó)內(nèi)需求，推動(dòng)科技創(chuàng)新和產(chǎn)業(yè)創(chuàng)新融合發(fā)展，穩(wěn)住樓市股市，防范化解重點(diǎn)領(lǐng)域風(fēng)險(xiǎn)  和外部沖擊，穩(wěn)定預(yù)期、激發(fā)活力，推動(dòng)經(jīng)濟(jì) 持續(xù)回升向好，不斷提高人民生活水平，保持社會(huì)和諧穩(wěn)定，高質(zhì)量完成“十四五”規(guī)劃目標(biāo)任務(wù)，為實(shí)現(xiàn)“十五五”良好開局打牢基礎(chǔ)。

It was emphasized at the meeting that to do a good job in the economic work next year,it is necessary to  follow  the  guidance  of  Xi  Jinping  Thought  on Socialism  with  Chinese  Characteristics  for  a  New Era,fully  implement  the   guiding  principles  of  the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee, adhere to the general principle of pursuing progress while   maintaining   stability,as   well   as   fully   and accurately     implement     the     new     development philosophy   on   all   fronts.It   is   also   essential   to accelerate   the   forging   of   a    new   development paradigm,solidly promote high-quality development, further    deepen     reform    comprehensively,expand high-standard opening up,build  a modern industrial system,better  coordinate  development  and  security, implement   more   proactive   and   impactful   macro policies,expand     domestic     demand,promote     the integrated development of scientific and technological innovation and industrial innovation,stabilize the real estate and stock markets,prevent and resolve risks in key areas and extemal shocks,stabilize expectations and stimulate vitality,promote sustained economic recovery, continuously   improve   people's    living    standards, maintain social harmony and stability,and fulfill the goals and tasks in the 14th Five-Year Plan with high quality and lay a solid foundation for a good start to the 15th Five-Year Plan(2026-2030).

明年要抓好以下重點(diǎn)任務(wù)

一是大力提振消費(fèi)、提高投資效益，全方位擴(kuò)大國(guó)內(nèi)需求。

First,efforts  should  be  made  to  vigorously  boost consumption,improve  investment   efficiency,and expand domestic demand on all fronts.

二是以科技創(chuàng)新引領(lǐng)新質(zhì)生產(chǎn)力發(fā)展，建設(shè)現(xiàn)代化產(chǎn)業(yè)體系。

Second,efforts should    be    made    to    drive    the development   of   new   quality   productive   forces through  scientific  and technological innovation  and build a modernized industrial system.

三是發(fā)揮經(jīng)濟(jì)體制改革牽引作用，推動(dòng)標(biāo)志性改革舉措落地見效。

Third,efforts  should  be  made  to  give  full  play  to the  driving  role   of  economic  system  reform  and ensure that landmark reform measures are effectively implemented.

四是擴(kuò)大高水平對(duì)外開放，穩(wěn)外貿(mào)、穩(wěn)外資。

Fourth,efforts   should   be   made   to   expand   high- standard opening up while keeping foreign trade and foreign investment stable.

五是有效防范化解重點(diǎn)領(lǐng)域風(fēng)險(xiǎn)，牢牢守住不發(fā)生系統(tǒng)性風(fēng)險(xiǎn)底線。

Fifth,efforts  should  be  made  to  effectively  prevent and  defuse  risks  in  key  areas  to  ensure  that  no systemic risks occur.

六是統(tǒng)籌推進(jìn)新型城鎮(zhèn)化和鄉(xiāng)村全面振興，促進(jìn)城鄉(xiāng)融合發(fā)展。

Sixth,efforts  should be made to pursue  coordinated progress  in  new  urbanization  and  all-around  rural revitalization   and   promote   integrated   urban-rural development.

七是加大區(qū)域戰(zhàn)略實(shí)施力度，增強(qiáng)區(qū)域發(fā)展活力。

Seventh,efforts  should  be   made  to  strengthen  the implementation   of   regional   strategies   and   boost regional development vitality.

八是協(xié)同推進(jìn)降碳減污擴(kuò)綠增長(zhǎng)，加緊經(jīng)濟(jì)社會(huì)發(fā)展全面綠色轉(zhuǎn)型。

Eighth,efforts should be made to cut carbon emissions reduce  pollution, pursue  green    development   and boost  economic  growth  in  a  concerted  manner, and ramp up the green transition in economic and social development.

九是加大保障和改善民生力度，增強(qiáng)人民群眾獲得感幸福感安全感。

Ninth,efforts should be made to ensure and improve the people's wellbeing,and give the people a growing sense of fulfillment,happiness,and security.

會(huì)議指出，要自覺用黨中央對(duì)形勢(shì)的科學(xué)判斷統(tǒng)一思想、統(tǒng)一意志、統(tǒng)一行動(dòng)，既把握大勢(shì)、 堅(jiān)定信心，又正視困難、保持清醒。

The meeting urged using the scientific assessment of the CPC Central Committee on the situation to achieve unity  in  thinking,will  and  action,and  grasping  the overall trend and firming up confidence while facing up to difficulties and staying clear-headed.

會(huì)議要求，要做好歲末年初民生保障和安全穩(wěn)定各項(xiàng)工作，深入排查化解各類矛盾糾紛和風(fēng)險(xiǎn)隱患，確保社會(huì)大局穩(wěn)定。

The  meeting   demanded  efforts  to   ensure  people's livelihood,security  and  stability  at  the  turn  of  the year,and  thoroughly  identify  and  resolve  all  kinds of conflicts and disputes as well as risks and hidden dangers,in a bid to guarantee overall social stability.
